Mechanism for Receiving and Evaluating Scientific Works

1. Scientific works may be submitted through the journal’s official website, via the journal’s email shareaa_j@elmergib.edu.ly,  through WhatsApp to the Editor-in-Chief or Managing Editor, or by direct hand delivery by the researcher to the Editor-in-Chief or Managing Editor only. In the case of hand delivery, two printed copies and one electronic copy on a CD must be provided. The Editorial Board is not responsible for receiving submissions through any other means.
2. All submitted research papers and works are subject to confidential academic review by specialized referees in the relevant field. The referee must hold a higher academic rank than the researcher, except in the case of a full professor, in which case the referee may also be a professor. When necessary, the referee may hold the same rank as the researcher, but not lower than lecturer.
3. The evaluation process follows the form prepared by the Editorial Board. The evaluation is based on several criteria, including the significance and originality of the topic, clarity of the research problem, formulation of the title, adherence to scientific methodology, logical sequencing and coherence of ideas, the importance and accuracy of results and recommendations, originality and diversity of references, and the quality of language and style. The decision to publish is based on the referees’ recommendations.
4. The researcher will be officially informed of the evaluation decision within two months from the date of submission. In the case of a negative result, the researcher has the right to review the referee’s report without knowing the referee’s identity. The researcher also has the right to appeal the evaluation result, provided they bear the appeal fee determined by the Editorial Board based on the cost of re-evaluation. In the case of appeal, the paper will be referred to two referees under the same conditions mentioned above, and the paper will be published only if both reports are positive.
5. The researcher will be informed in writing of any required revisions (if any) and must complete them within one month of notification.
6. The Editorial Board has the right to submit received works initially to a specialized advisory committee consisting of at least three members, to assess whether the paper meets the journal’s publication standards. If the majority of the committee decides that a paper does not meet these standards, the Editorial Board has the right to reject it without sending it for evaluation.
7. Any work proven to be plagiarized will be rejected, provided the evidence is clear and indisputable, either through electronic plagiarism detection software or by comparison with the suspected source. This applies regardless of whether plagiarism is detected before or after the abstract review, or before or after the evaluation, and regardless of the evaluation outcome.
8. The journal accepts submissions throughout the year. As a rule, papers received by the Editorial Board are published in two issues annually: the first in January and the second in June.
